A Closer Look at the Construction Details for the Charleston County Detention Center

One of Cullum’s largest and most expansive institutional construction projects to-date involved building a new facility for the Charleston County Detention Center in Charleston, South Carolina.

The mechanical and plumbing scope for this design-assist project cost approximately $12.8 million and involved a 350,000-square-foot facility. The building, which was designed for minimum security, consists of separate housing units with full kitchens, laundry facilities, administration and processing units, and public spaces.

Some of the mechanical work involved expanding the central energy plant to add the following:

  • One new condensing boiler
  • A three-cell cooling tower
  • Pumps
  • Modifications to gas piping, fuel, oil, heating water, and chilled water systems

The new building combines constant volume air handlers, as well as VAV air handlers with two mechanical penthouses that hold smoke evacuation systems. The plumbing also features detention-style fixtures made from stainless steel and porcelain along with gas-fired water heaters.

This project combined several of Cullum’s key services, including mechanical engineering and construction, project management, and safety.
